We do this routinely. Sometimes it is easy, sometimes not.
The central problem is that age old problem of mapping and unwrapping the earth. So the projection and datum of one set of data, say the terrain, may or may not match the projection and datum of the image. Some formats have the projection and datum encoded, others do not. If it is a small area it is typically easier, a large area can get problematic. If it is a large area is can also sometimes make sense to use public data that is already georeferenced.
To put the two together you can use a GIS program like Global mapper, or, depending on the input data, you can use a program like Rhino and then export an OBJ.
